Sign bylaw on hold
The Bylaw Enforcement Department submitted a new sign bylaw at the previous committee meeting and was asked to come back to Council with additional information regarding the new bylaw. Staff was requested to provide clarity regarding signs on private property and brought an update to the Feb. 3 meeting of Council.
Councillor Mike Ciolfi requested support from Council to defer the bylaw to April, giving some residents more time for input and discussion.
The bylaw has been deferred to the April 6, 2020, meeting of Council.

Cannabis Control Committee update
Tim Nohara, chair of the Cannabis Control Committee, presented an update to Council on the committee's recommendation on managing cannabis nuisances in the Town of Pelham. The report outlined regulatory considerations, planning context, recommended approaches to regulations, references, and a proposed odorous industries nuisance bylaw.
Funding for new Pelham initiatives
A report outlining funding for new initiatives for Pelham in the amount of $8,942 was supported by the Policy and Priorities Committee.
Recently several opportunities for knowledge enhancement, Cannabis advocacy and/or potential savings have arisen. These are unbudgeted items. The purpose of the report is to seek spending authority to engage in five separate initiatives. At time of writing the report it is unclear where the monies to pay for these initiatives would come from. Staff is prepared to attempt to identify potential savings over the course of the year to fund these initiatives, failing which a report with recommendations will be presented to Council for consideration at that time.
The five opportunities are:
- Mohawk College training program in how to manage in a unionized environment
- Corporate subscription to Municipal Information Network
- WSIB Excellence Program
- Contribution to CAO Niagara CAO group service sharing and integration
- Participation in the Cannabis Host Communities Network (CHCN)
