Hospice Niagara
Council received a presentation and update on the Hospice Niagara Close to Home Campaign from Executive Director Carol Nagy. The presentation highlighted two new centres of excellence that will ensure support for Niagara residents. The organization continues to offer programs and services to support individuals, their families and caregivers. Additional information can be found at www.hospiceniagaraclosetohome.ca
Cannabis Odour
Council received two presentations from Wayne Robins and Judy Johnson to provide their comments and personal experiences with odour impacts from Redecan. The Town CAO provided an update on the actions and reports that the Town has received in this calendar year regarding cannabis odour and advised that the matter will be before the Ontario Land Tribunal (OLT) again on January 17, 2024. The Town has continued to seek statutory amendments, requests for change in the planning act, changes to taxation and requests for further delegation at the provincial and federal levels. Within the municipality, the Town has passed regulations to enforce cannabis odour and continues to advocate for the end of odour and further enforcement at both the federal and provincial levels. Launching in mid-December of 2023, a new public service portal for submitting cannabis concerns will be available at www.pelham.ca/shareit
Stormwater Management Pond Assessment
A presentation was provided by Adam Spargo, Senior Project Manager, Matrix Solutions Inc., on the functions and status of Pelham stormwater ponds. The presentation provided an overview of the functions of stormwater ponds and detailed sediment accumulation results for 21 stormwater ponds in Pelham. The Town of Pelham owns and maintains two stormwater management facilities with wet and dry ponds. The recommendations and results from the study include the completion of a clean-out of seven of the ponds. Three additional ponds were identified for the installation of clay liners, and four additional ponds with erosion and scour issues. The presentation identified priority recommendations for council consideration. Council then received report #2023-0257 Stormwater Management Facility Needs Program from Public Works for information and detailed the inclusion of the request for remediation in the 2024 Capital Budget and the projected investment for the Town’s 10-year capital forecast.
Meridian Community Centre Elevator Cooler Installation
Council received Memo 2023-0268 entitled MCC Elevators Oil Coolers Installation, for information and approved the supply and installation of two Elevator Oil Coolers in the machine room of the Meridian Community Centre, in the amount of $43,452, including net of HST to provide needed to regulate and cool the hydraulic oil required to operate the elevators. The Meridian Community Centre has a high usage of the two elevators in the facility, and the oil cooler installation will allow for continued and safe operation. www.pelham.ca/mcc
Gas Hedging Agreement
Council received the Gas Hedging Agreement Report # 2023-0263 for information and approved the Town to enter into a Gas Hedging agreement with Local Authority Services (LAS) effective January 1, 2024. The agreement is for two years and then renews automatically yearly with cancellation by either party with 180 days’ notice. The LAS program has three fundamental objectives: cost certainty, competitive prices and maximizing purchasing power. The program hedges 80-90% of required gas for each program year through aggregated competitive tenders, which use financial instruments to mitigate the impact of price fluctuations in the commodity market. The remainder of the gas is procured at typically competitive market rates.
Housekeeping Zoning By-law Amendment
Council received Report #2023-0261 for information and directed staff to provide an opportunity for further public consultation in Q1 of 2024. Residents will be invited to review the proposed Housekeeping Zoning By-law Amendment, which would apply to most sections of the Zoning By-law, including Definitions, Parking and Land Use Sections and affects all lands in the Town of Pelham except that area subject to the Niagara Escarpment Development Permit Control Area that is covered by the Niagara Escarpment Plan, and lands that are subject to the current scoped appeal of the Zoning By-law to the Ontario Land Tribunal. Sidewalk connection on Canboro Road
Council directed staff to prepare a report for review in Q2 of 2024 to evaluate the feasibility and costs of installing connecting sidewalks along Canboro Road between the Villages of Fonthill, Ridgeville, and Fenwick.
