Pelham Pool Renovation

The Pelham pool renovation involves a comprehensive rehabilitation and upgrade of the existing outdoor pool facility at 55 Park Lane. Due to this extensive work, the pool will remain closed for the 2026 season. 

The project is a full modernization of the existing outdoor pool facility, combining structural repairs, system replacements, code-compliance upgrades, and new deck/site features to extend the pool's life and improve safety, accessibility, and operational performance.

The Pelham pool renovation is being completed with support from the Investing in Canada Infrastructure Program (ICIP) grant. 

Work to be Completed

1. Pool Tank and Structural Rehabilitation

Contractors will repair the existing pool structure, including crack repairs, delamination repairs, and pressure grouting of voids beneath the pool slab to restore structural integrity.

This will include the selective demolition of existing concrete slabs, walls, drains, and pool components to accommodate new construction.

Finally, a new concrete deck slab-on-grade with reinforcement will be installed, including localized slab thickening and new structural features (e.g., accessibility lift base, ladders, guardrails), as well as a new pool coping system and perimeter joint sealing.

2. Pool System and Aquatic Upgrades

This project will include the replacement and reconfiguration of pool systems including:

  • New skimmers, return inlets, and piping connections to existing systems.
  • Installation of new filtration equipment, pumps, chemical dosing systems, and associated tanks (chlorine and acid) within the mechanical room.
  • Addition of water-level controls, safety equipment, and accessibility features (e.g., lifts, ladders, handrails).
  • New pool finishes, including coatings, lane markings, depth markers, and contrasting safety markings.

3. Mechanical and Plumbing Works

This project will include the removal of existing mechanical systems (filters, pumps, piping) and installation of:

  • New pool filtration and circulation systems, chemical systems, and ventilation components.
  • New sanitary, storm, and deck drainage systems, including trench drains around the pool deck.
  • Integration with updated building services and holding tank infrastructure.

4. Electrical and Control Upgrades

This project will include the replacement and upgrade of electrical distribution, panels, lighting, and controls, including the installation of:   

  • New site lighting and power infrastructure
  • Emergency shut-off systems for pool pumps
  • Security and communications conduits/devices

5. Architectural and Site Improvements

Finally, these enhancements will include the reconstruction of pool deck areas, with new finishes, grading, and slopes to direct drainage away from the pool.

This will also include the installation of updated fencing, gates, and safety barriers, as well as the construction of a new prefabricated lifeguard house and upgrades to the pool service room.

During this phase of renovations, there may also be limited site civil works, including connections to storm and sanitary systems and restoration of disturbed areas.

Yes, the Pelham Penguins are returning for another great season, training at the Niagara Centre YMCA – Welland while the Pelham Pool is under construction. Swimmers will build skills, confidence, and team spirit in a fun and supportive environment!

The program is open to swimmers of any age who can swim one full 25‑metre length without assistance. Saturday morning meets take place across the Niagara region, and while participation is optional, swimmers must attend at least one meet to compete at Regionals.

The splash pads at both Centennial Park and Marlene Stewart Streit Park will remain open while the pool is under construction.

April 29, 2026

Pelham, ON – The Town of Pelham is partnering with the YMCA of Niagara Welland location to allow the Pelham Penguins competitive swim team to continue for the 2026 season while the Town’s outdoor pool is temporarily closed for renovations.

Through this partnership, Pelham families will continue to have access to training and competitive swimming opportunities. By working together, the Town and the YMCA are helping ensure Pelham youth remain active, connected, and supported during the renovation period.

“This partnership allows youth to continue building their competitive swimming skills,” said Ryan Cook, Manager of Recreation, Culture and Wellness for the Town of Pelham. “We’re excited to be able to offer this option for families and proud of the collaboration that has made this opportunity possible.”

“We’re excited to welcome the Pelham Penguins to our Niagara Centre YMCA for the 2026 season,” said Ben McDermott, General Manager of Health, Fitness and Aquatics for the YMCA of Niagara. “Hosting the team is a great opportunity to support local youth and reflects our shared commitment to providing positive, inclusive aquatic experiences for families across the region.”

The Pelham Penguins program will include three one‑hour practices per week and five Saturday swim meets throughout the summer. The program is open to swimmers of any age who are able to swim one full length of the pool without assistance. The registration fee is $125 and more information and registration details are available at www.pelham.ca/swimteam.

Town of Pelham Council has approved the rehabilitation of the Town of Pelham Outdoor Pool that is funded in part by the $2.3 Million investment received by the Town in 2021, through the ICIP: Community, Culture and Recreation Stream - Rehabilitation and Renovation Intake grant. Future of the Pelham Pool

Council receive report 2025-0190 “Pelham Pool Update,”  and approved the renovation to support the extended life of the pool at its current location. The Town of Pelham Outdoor Pool, located at Marlene Stewart Streit Park (MSSP), has provided seasonal recreational swimming opportunities to the Pelham community for over 60 years. Pelham, ON – Marlene Stewart Streit Park (MSSP), a central hub for community activity in Pelham, will become the home of Pelham’s second splash pad, a dedicated pavilion area and a fully updated swimming pool thanks to the support from the Investing in Canada Infrastructure Program (ICIP).

The project, set to take place over the next 5 years is funded through the $2.3 Million investment received by the Town through the ICIP: Community, Culture and Recreation Stream - Rehabilitation and Renovation Intake grant. Marlene Stewart Streit Park currently houses the Isaac Riehl Memorial Skate Park, outdoor mural installation, a playground, exercise equipment and the Pelham pool. The current pool, which is over 60 years old, is home to the Pelham Penguins swim team, aqua Zumba classes, public and private swimming lessons, and family swims, is open from early June to the end of August.

“With the Investing in Canada Infrastructure Program addressing recreational renewal, Pelham is grateful to have received funding for the Marlene Stewart Streit Park project.” said Vickie vanRavenswaay, director of Recreation Culture and Wellness for Pelham. “The substantial support received for the park will allow Pelham residents to enjoy dynamic spaces in the park, with updated amenities that continue to provide the foundation for strong communities.”

Funding for the $3,193,750.00 project is provided by a 40% federal contribution of $1,277,500.00 and 33.33% provincial contribution of $1,064,477.88. The Town of Pelham will provide the remaining 26.67% of the project with $851,772.12, allocated from the long-term capital-planning budget. The initial phase of the project will begin in the 2021/22 year and see the installation of the splash pad and pavilion, with the pool replacement set to take place in 2026. The project fit well into the Town’s strategic priorities, notably building strong communities and cultural assets.
