Canboro Road Watermain Replacement

The Town of Pelham will be replacing the existing water main on the following streets: Canboro Road from Haist Street to Church Hill, Canboro Road from Church Hill to Highway 20 and Highway 20 from Canboro Road to Pelham Street.
Construction is tentatively scheduled to begin in May 2026 and is anticipated to be complete at the end of November 2026, weather permitting. Should there be any outstanding reinstatements or deficiencies, the remaining work will be completed in Spring 2027.

The project involves the replacement of 950m of existing cast iron watermains, replacement of all water services and shut-off valves up to the property lines, and trench restoration on the streets mentioned above.
This project received funding support from the 2021 intake of the Green Infrastructure funding stream of the Investing in Canada Infrastructure Program (ICIP).

NOTICE TO RESIDENTS
2026-PW-10- Canboro Road Watermain Replacement

Please be advised that The Town of Pelham will be replacing the existing watermain on the following streets: Canboro Road from Haist Street to Church Hill, Canboro Road from Church Hill to Highway 20 and Highway 20 from Canboro Road to Pelham Street.

This contract will be carried out for the Town by Silverline Group Inc. The contract administrator for the project who will also carry out full time project inspection on behalf of the Town is Kerry T Howe Engineering Limited. 

Construction is tentatively scheduled to begin in May, 2026, and anticipated to be complete at the end of November 2026, weather permitting. Should there be any outstanding reinstatements or deficiencies, the remaining work will be completed in Spring 2027.

The project involves the replacement of the existing watermains, service lines up to property line, and valves, with trench restoration on the streets mentioned above.

Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians. The Town’s Project Manager will be Mr. Nicholas Palomba, phone number 905-892-2607 extension 330. Mr. Palomba can be contacted for information or to identify concerns.
Periodically, there will be some inconvenience to you during the construction period. Due to the scope of work involved, driveway access may be affected. Every effort will be made to give you advance notice should this occur. In order to protect construction workers and complete the work safely and cost-effectively, temporary road closures may be required. Such closures will be minimized as much as possible. 

In some cases, the front of your property (lawn and driveway) may be disturbed during construction. The contractor will carry out the necessary restoration which in some cases will include the placement of new sod. Driveways, if disturbed, will be repaired with the same material as existing. If there are any concerns with the above mentioned work which may occur on your property adjacent to the Town’s road allowance, please notify the Town’s Project Manager prior to the commencement of the work and the Town will address your concerns.

Property owners should remove and/or relocate items within the boulevard prior to construction as they may otherwise be damaged, destroyed or removed (and not replaced) by the contractor during construction. If you have an irrigation system on Town property, this must be marked within six (6) metres of the roadway. Residents who have marked irrigation lines shall email the Towns project manager prior to construction so an inventory can be established. Only irrigation systems which have been correctly located by the property owner and communicated to the Town will be repaired if they are damaged by the contractor. Should the property owner fail to mark their irrigation lines correctly or fail to communicate it to the Town the owner will be responsible for the cost to repair. Notification to the Town must be received by May 1st. 

Prior to construction, a representative of OZA Inspections Ltd. will be contacting you to arrange for an inspection of the interior and exterior of your house or building. The purpose of this inspection is to determine and document the extent of any cracking or other damage that exists prior to the commencement of construction. This information can then be used to determine the extent of the contractor's responsibility in the unlikely event that damage to your house or building occurs during construction. The representative will have identification for your review. It is to the property owner’s advantage to allow them to complete the inspection and document the condition of your property.

Pelham, ON – The Town of Pelham watermain system upgrade in Northwest Fonthill will be moving forward with the funding support from the 2021 intake of the Green Infrastructure funding stream of the Investing in Canada Infrastructure Program (ICIP).

“Although most of the work for this project will be underground and not overly visible, it is a valuable infrastructure investment for Pelham and will continue to allow for reliable access to municipal water services for years to come,” said Town of Pelham Mayor, Marvin Junkin.

The clean water project in Pelham, set to start the design phase in summer 2022 and be constructed in three phases with a December 2025 completion, will replace 2,908 m of cast iron watermain in northwest Fonthill and 19 fire hydrants. The watermains included within the northwest Fonthill project are Canboro Road, Daleview Crescent, Moote Lane, Highland Avenue, Park Lane, Pinecrest Court, Spencer Lane and Strathcona Drive. The Canboro Road watermain, nearing the end of its life cycle, is the is the oldest (circa 1935) and 2nd most critical municipal watermain in Pelham. Replacement with pvc watermain improves the long-term viability and will it help ensure that residents continue to have access to clean drinking water, while enhancing the reliability and capacity of the local water infrastructure systems.

The investment is being made through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program, a cost-shared, application-based infrastructure funding opportunity. The total project cost is $4,035,062.50 of which the Federal portion is 40% for $1,614,025 and the Provincial portion is 33.33% for $1,344,886.33 and the Town of Pelham contribution is 26.67% for $1,076,151.17.

The Pelham project is one of 144 water infrastructure projects across Ontario that will provide residents with safer and more reliable drinking water and drinking water infrastructure.

Frequently Asked Questions

Yes. There may be short periods when crews need to work directly in front of a driveway, but access is typically restored as soon as it’s safe to do so. If you have accessibility or mobility needs, arrangements can often be made. Please reach out to the project contact.  

The collection that is provided by the Region of Niagara will continue. If collection trucks can’t reach individual homes due to construction, a designated pickup point will be provided.

Work typically happens during daytime weekday hours beginning as early as 7:00 a.m., with occasional weekend work if needed (e.g., weather impacts, schedule constraints, or time-sensitive work).  

Noise, dust, and vibration are normal during road and underground work. Dust control measures (like water trucks) and noise controls are commonly used to reduce impacts where possible.  

Portions of the road may be temporarily closed during certain activities. Detours are typically marked with signage, and emergency access is maintained throughout the project. Residents are encouraged to watch for “local traffic only” signage and obey flag persons, as conditions can change daily.  

Generally, yes, however routes may shift. Sidewalks or shoulders may be closed at times, and safe alternate paths are typically provided with signage to guide people around the work zone.

There may be short, planned interruptions if utilities need to be relocated, protected, or upgraded. Advance notice is typically provided when possible; unplanned outages are uncommon but can happen.  

Some trees or landscaping may need to be removed or disturbed to accommodate sidewalks, utilities, drainage, or boulevard changes. Restoration (including sod/seed and tree replacement) is part of project completion and will take place based on seasonal best practises.
