Road Rehabilitation

The Town of Pelham has an ongoing road rehabilitation program aimed at improving and maintaining its roadways. This program includes temporary road closures, and the Town provides notices to impacted residents. 

Residents will have access to driveways intermittently during rehabilitation projects. Additional information and notice will be provided to impacted residents by the contractor completing the rehabilitation project. 

The 2026 Road Rehabilitation project will take place from July 13th to August 31st, 2026.

Project work will take place from 7:00 a.m. to 5:00 p.m. daily.

The project is being completed by Rankin Construction.

The following sections of roadway will be addressed during the 2026 Road Rehabilitation project.

  • Chantler Road – Victoria Avenue to Church Street
  • Chantler Road – Church Street to Balfour Street
  • Chantler Road – Balfour Street to Cream Street
  • Chantler Road – Cream Street to Poth Street
  • Chantler Road – Poth Street to Effingham Street

The Town of Pelham completes the Pavement Condition Index (PCI) every three years, which establishes the existing condition of the road network within the Town. 

The last PCI assessment was completed in 2023 and the average PCI Index of the Town’s Road network was 65 out of 100, which was a decrease from the 2019 average of 69. The 2023 Pavement Condition Study, completed by ARA, recommended that an annual investment in the road network of $8 million per year is required to maintain the average PCI at its current level. 

The Town has made progress with the rehabilitation program with the increased road maintenance and rehabilitation budget since 2020, with an average of 7 km of pavement being rehabilitated each year, which equates to approximately 2.8% of roads within the Town. 

Over the winter, the Town’s Road Network has gone through a significant freeze-thaw cycle that has impacted the road base and road surface treatment in areas throughout the Town. The standard mandatory road maintenance practice of applying salt and sand has added to the thaw cycle and increased the thaw of the road surface and sub-base. This has impacted the aging infrastructure and accelerated the deterioration of the road network.
