Please be advised that The Town of Pelham will be upgrading the existing sanitary infrastructure to improve the capacity.
This contract will be carried out for the Town by Centennial Construction. The contract administrator for the project, who will also carry out full-time project inspection on behalf of the Town, is Kerry T. Howe Engineering LTD.
Construction is tentatively scheduled to begin on June 1, 2026, and will be substantially complete by September 30, 2026, weather permitting. The remaining work will be completed on November 30, 2026.
The project involves the construction of Storm sewers on Station Street from Highway 20 E to Port Robinson Road. The street will also be completed with AODA-standard sidewalks, the Steve Bauer Trail extension, curb and gutter, and a Table Top intersection at Summerside Boulevard/Pelham Town Square and Station Street.
Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians. The Town’s Project Manager will be Mr. Gimuel Ledesma, phone number 905-892-2607 extension 346. Mr. Ledesma can be contacted for information or to identify concerns.
Periodically, there will be some inconvenience to you during the construction period. Due to the scope of work involved, driveway access may be affected. Every effort will be made to give you advance notice should this occur. Staff from the Town or Town appointed staff will be contacting you to discuss details of your driveway entrance. In order to protect construction workers and complete the work safely and cost effectively, temporary road closures may be required and traffic will be unavoidably congested at these times. Such closures will be minimized as much as possible; however, at such times, the contractor will provide traffic control personnel and proper detours. Although the contractor is required to provide safe pedestrian access at all times, care is requested when walking through the construction zone.
In some cases, the front of your property (lawn and driveway) may be disturbed during construction. The contractor will carry out the necessary restoration which in some cases will include the placement of new sod. Driveways, if disturbed, will be repaired with the same material as existing. If there are any concerns with the above mentioned work which may occur on your property adjacent to the Town’s road allowance, please notify the Town’s Project Manager prior to the commencement of the work and the Town will address your concerns.
Property owners should remove and/or relocate items within the boulevard prior to construction as they may otherwise be damaged, destroyed or removed (and not replaced) by the contractor during construction. If you have an irrigation system on the Town’s property, you must spray paint, white paint only, or stake out the location of your irrigation system within six (6) metres of the roadway. Only irrigation systems, which have been correctly located by the property owner and are damaged by the contractor, will be repaired. The property owner will be responsible for repairs to any irrigation system on the Town’s property that is damaged which has not been previously located by the owner.
Prior to construction, a representative of OZA Inspections Ltd. will be contacting you to arrange for an inspection of the interior and exterior of your house or building. The purpose of this inspection is to determine and document the extent of any cracking or other damage that exists prior to the commencement of construction. This information can then be used to determine the extent of the contractor's responsibility in the unlikely event that damage to your house or building occurs during construction. The representative will have identification for your review. It is to the property owner’s advantage to allow them to complete the inspection and document the condition of your property.
