The Town of Pelham's regular council meeting was held on Wednesday, September 3, 2025, 2025, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

Niagara Peninsula Energy Inc. 2025 Update
Council received a presentation from Brian Wilkie, CEO and President and Suzanne Wilson, Chief Operations Officer from Niagara Peninsula Energy Inc. (NPEI) highlighting the 2025 service update. The presentation included a summary of the $500,000 invested in Pelham in 2025 and highlighted the launch of a user app that provides residents and small businesses 24/7 access to real-time energy usage, account balance and billing history. www.npei.ca
Indigenous Reconciliation
Council received a presentation from Steven Soos regarding Indigenous Reconciliation efforts. The presentation included the request for continued support for the ongoing advocacy work at all levels of government for advancements in reconciliation actions.
October is Canadian Library Month
Council received a request from the Lincoln Pelham Public Library to proclaim October 2025 as Canadian Library Month in Pelham. Lincoln Pelham Public Library serves as a community hub for lifelong learning and plays a vital role in helping citizens of all ages access the information and tools they need to live, learn, work and play. Town of Pelham encourages all residents to show their support for the local public library. www.lppl.ca
2026 Council Schedule
Council received report 2025-0014 “Proposed 2026 Council Schedule" for information and Council approved and scheduled two Council meetings and one Public Meeting under the Planning Act in April 2026, to be held on April 8, April 15 and April 22, 2026, and that the proposed 2026 Council Meeting Schedule be approved. The meeting schedule for the upcoming year has been crafted to accommodate statutory holidays, world religious holidays, major municipal conferences and other significant events, including the 2026 Municipal and School Board Election.
Memorial Naming Opportunities
Council received report 2025-0161 “Memorial Naming Opportunities for Ron Leavens,” for information and Council directed staff to proceed with the memorial naming opportunity for the Future East Fonthill Park, located near the MCC, in honour of the late Ron Leavens. Mr. Leavens served as Mayor of the Town of Pelham from 2004 to 2006, and is recognized for his contributions to the community, notably through his roles as a coach, teacher, and local business owner. Naming this future park in honour of Mr. Leavens offers lasting recognition tied to the growth and community development he helped shape during his time in office, particularly as the acquisition of these lands occurred under his Council.
Storm Outlet for Station Street
Council received report 2025-0165 “Storm Outlet for Station Street and additional Engineering fees,” and approved additional fees in the amount of $45,000 (plus applicable taxes) to complete the detailed design of Station Street and the additional costs be funded through the Roads Reserve.
