Council Highlights for September 2, 2026

The Town of Pelham's regular council meeting was held on Wednesday, September 2, 2026 at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall. 

Strategic Plan and Council-Term Accomplishments Summary

Council received report 2026-0184 “Strategic Plan and Council-Term Accomplishments Summary,” for information; which highlighted the action items included in the 2023-2027 Town of Pelham Strategic Plan and Strategic Plan Update. Of the items included in these plans, 24 action items have been completed to date. An additional six items, including the future of the Quaker House Building, Fonthill Library Branch Renovation Phase One, and the Fire Station One project are anticipated to be completed by the end of 2027.

2026 Bridge and Culvert Inspection Program and Rehabilitation and Replacement Needs Analysis

Council received report 2026-0155 “2026 Bridge and Culvert Inspection Program and Rehabilitation/Replacement Needs Analysis,” for information. Every two years the Town is required to undertake an inspection of all bridges and major culverts in the municipality to determine their condition. The current condition of the structures in the Town of Pelham is as follows: Very Good (35% of structures), Good (26% of structures), Fair (39% of structures), and Poor (0% of structures). Staff will continue to include funding to maintain the condition of these assets as part of the annual budget process.

August 2^nd Storm Response

Council received memo 2026-0195 “August 2nd Storm Response,” for information, which included information on the damages reported as a result of the August 2nd, 2026, record-breaking rainstorm that hit the Niagara Region. While impacts from the storm were felt throughout Pelham, the most damage occurred north of Highway 20, specifically on Kilman Road, Sulphur Spring Drive, Luffman Drive, Effingham Street, and Centre Street. Damage includes culverts that were washed out as well as sinkholes that developed following the storm. Staff are still waiting to receive all invoices from contractors who completed repair work, and will bring a report back to Council in the future once the final repair costs have been determined.

Proposed Amendments to Noise Control By-law

Council received report 2026-0185, “Proposed Amendments to Noise Control By-law” for information. Proposed updates to the by-law include requiring that noise can be heard inside a building for bylaw officers to be able to act on the complaint, and changes to temporary noise exemptions. Council directed staff to present the proposed by-law for consideration at the next meeting of Council on Sept. 16, 2026.

Proposed Fire Code Administrative Penalty By-law

Council received report 2026-0174, “Fire Code Administrative Penalty By-law”, for information, and approved in principle the proposed by-law. This by-law will allow staff to implement administrative penalties for Fire Code contraventions. This system promotes rapid corrective action and compliance, as a penalty can be issued as soon as a violation is identified. The full by-law will be presented to council for consideration at the Sept. 16 Council meeting.
