Council Highlights for September 17, 2025

The Town of Pelham's regular council meeting was held on Wednesday, September 17, 2025, 2025, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

World Transplant Games

The Mayor and Council extended their congratulations to Pelham resident Jeanette Dempster, who achieved outstanding success at the 25th Annual World Transplant Games held in Germany in August of this year. Dempster, a 2018 heart transplant recipient completed and represented Canada with distinction earning four medals, two gold and two silver in her age category, including setting a world transplant games record with a time of 3:05.50 in the Women’s 100 metre Backstroke.

Brock University - New Strategic Plan and Collaborations with the Town of Pelham

Council received a presentation from Dr. Lesley Rigg, President and Vice-Chancellor of Brock University to present the University’s new Strategic Plan and highlight opportunities for continued collaboration with the Town of Pelham.

Artificial Intelligence (AI) Policy

Council received report 2025-0191 “Artificial Intelligence (AI) Policy,” for information and adopted Artificial Intelligence Policy S401-06. The Town of Pelham AI Policy will establish a framework for responsible, transparent, and forward-thinking AI use. It addresses key areas such as privacy, data security, equity, and human oversight, ensuring that AI systems effectively serve community needs while protecting individual rights. The policy also provides operational guidelines for the use of AI, making it clear that the use of AI is not only accepted but encouraged, while also ensuring that transparency measures are in place to inform the public when AI is being used.

Underground Hydro Lines

Council received report 2024-0204 on “Next Steps on the Conversion of Overhead to Underground Hydro Lines along Highway 20, Fonthill,” for information. Council directed staff to work with Hydro One to proceed with a Class A Estimate and required easement works for the conversion of overhead to underground hydro lines along Highway 20 in Fonthill, and report back to Council on next steps for future direction.

Merritt Road Reconstruction

Council received report 2025-0199 “Engineering Assignment for the Reconstruction of Merritt Road between Pelham Street and Rice Road,” for information and directed staff to issue a Request for Proposal to complete a 30 percent design on Merritt Road in the amount of $150,000.

New Snowplow for Pelham

Council received report 2025-2000 “Advance Replacement of a Tandem Axle Snowplow,” and approved the purchase of a new tandem axle truck to replace an existing unit in 2025 through the Canoe Procurement Group for $432,480 (including net HST) with funding for the replacement from the Fleet Reserve. The fully built Turnkey Tandem-Axle Snowplow Unit that meets the Town’s specifications, is available for immediate delivery to support the upcoming winter season.
