The Town of Pelham's regular council meeting was held on Wednesday, October 1, 2025, 2025, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

Moment of silence in honour of Regional Chair Jim Bradley
Town of Pelham council at the start of the October 1 meeting held a moment of silence in honour of Regional Chair Jim Bradley, who passed on September 26, 2025. In addition, flags across Pelham have been lowered to half-staff in his honour.
Mayor's Budget Open House Presentations
- Pelham Resident Graduating Student Bursary
- Town of Pelham council received a presentation from Notre Dame College School in Welland from Jacob Grande a grade 12 student and resident of Pelham. The presentation requested consideration for the implementation of a bursary for graduating students who reside in Pelham, regardless of the school they attend.
- Spur Line Trail Improvement
- Town of Pelham council received a presentation from Frank Adamson on behalf of the Fonthill Rotary Club and Pelham Active Transportation Committee regarding the Spur Line Trail requesting support for the inclusion of the Pelham portion of the proposed trail which is approximately a 1km in length in the 2026 budget. The trail will allow for a connection to the Great Circle Route and is estimated to be a $200,000 project. The project concept has been supported by Rotary and Lions Clubs, the NPCA, PATH, Freewheelers cycling club and citizens at large. Fonthill Rotary has committed to support the project with $25K over 5 years and requested the consideration to honour a long-time rotary member with the contribution.
- Pelham Minor Baseball Field Conversion
- Town of Pelham council received a presentation from Kevin DeBoer from Pelham Minor Baseball for support for field improvements to support organizational growth. The presenters thanked council on behalf of the organization for the ongoing support for infrastructure and shared that many visitors complimented facilities during the 2025 tournaments. The organization hosted six tournaments in 2025 which brought in over 750 coaches and 1600 visitors to Pelham. In 2026, the organization in on track to have eight rep teams with three or four at the senior level. The current challenge faced by the organization is that there is only one full size regulation field used by the senior players, located at Harold Black Park. The organization proposed consideration to make C3 field at Centennial Park full size with modifications that would accommodate the growing number of senior rep teams. The preliminary cost estimates for the modifications are approximately $40,000.
Regular Meeting of Council
Dog Waste Pilot Project
Council received report 2025-0205 “Pilot Program for Dog Waste Diversion from Public Waste Receptacles,” and directed staff to include a project in the 2026 Parks Capital Budget of $35,000 to purchase and install three Sutera inground dog waste receptacles. The pilot project locations include three areas where historical data shows the highest instance of dog waste in receptacles and include Woodstream Park, Pelham Corners Park and the Steve Bauer Trail Head at Port Robinson at Station Street. Council also directed staff to include the annual cost of servicing the receptacles in the 2026 Beautification Operation Budget. Council further directed staff to prepare a report in Q4 of 2026 to share the results of the pilot program to Council for future consideration of expansion.
Marlene Stewart Streit Park (MSSP) Stormwater Outlet Update
Council receive report 2025-0187 “Highway 20 Runoff at Marlene Stewart Streit Park Stormwater Outlet Update” for information. The Town of Pelham has made operational changes to support salinity reduction at MSSP. The previously used location within MSSP for salt storage for the Town’s parking lot and sidewalk snow removal has been relocated to an alternate location. In addition, all sweeping and street cleaning material will no longer be stored at MSSP prior to being transferred to the local landfill sites. Staff are now removing the material daily when sweeping is taking place. With more frequent removal of material, this should eliminate or greatly reduce any contaminants being released to the natural environment.
Rural Roadside Mowing
Council received report 2025-0204 “Roadside Mowing Program Contract,” and directed staff to award the remainder of Contract 2025-PW12 Roadside Mowing Program 2025, 2026 and 2027 to Greenfield Group LTD in the amount of $583,500 (plus applicable taxes). The Roadside Mowing Program consists of two cuts of the rural roadside and ditches. The first cut is to be completed from the edge of the road to the top of the backside of the ditch, and the second cut is to be completed from the edge of the road to the property line. Rural roadside mowing improves drainage and intersection sightlines while limiting the spread of noxious weeds and invasive species.
Residential Area Speed Limit Reduction
Council received report 2025-0149 “Town of Pelham Designated Residential Area Speed Limit Reduction Initiative,” and deferred the report for future consideration following additional information on potential provincial support for traffic calming measures.
Future of the Pelham Pool
Council receive report 2025-0190 “Pelham Pool Update,” and approved the renovation to support the extended life of the pool at its current location. The Town of Pelham Outdoor Pool, located at Marlene Stewart Streit Park (MSSP), has provided seasonal recreational swimming opportunities to the Pelham community for over 60 years. Located at 55 Park Lane, the pool is situated beside the newly built splash pad. www.pelham.ca/pool
