The Town of Pelham's regular council meeting was held on Wednesday, November 5, 2025, 2025, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

No Expansion to On Street Parking for Pelham Street
Council received report 2025-0209 “Pelham Street on Street Parking,” for information following a previous motion which had directed staff to explore the feasibility of increasing public parking and enhancing accessibility along Pelham Street. Following the review of the report, no further parking spaces will be added to Pelham Street as the only location for the installation of an additional space would have required the removal of a boulevard tree.
Electric Vehicle Charging
Council received report 2025-0235 “Electric Vehicle Charging Station Report,” for information. Town Council directed staff to engage with the vendor to clarify any ambiguities in the existing contract and to prepare a proposal for Council in Q1 of 2026 that will address possible operational adjustments for the upcoming event season.
Publication of the Sexual Offender Registry
Town of Pelham Council joined other municipalities from across Niagara who are calling for action for the Government of Ontario to amend Christopher’s Law (Sex Offender Registry), 2000, to permit public access to the Ontario Sex Offender Registry.
Building Permit Fee & By-law Study
Council received report 2025-0240 “Building Permit Fee & By-law Study,” for information and recommend that staff initiate a review of the Town’s Building Permit Fees & By-law. Council recommend that staff retain a qualified consultant to review and prepare a justification report of the Town’s Building Permit Fees & By-law and directed staff to review the Town of Pelham Building Permit Fees & By-law on a regular 5-year basis.
Fonthill Library Renovation Project Design Assignment
Council received report 2025-0237 “Update for Fonthill Library Renovation Project Design Assignment,” for information and Council proceeded with funding only Phase 1 of the architecture and design services assignment for the project. The scope of work will be limited to the conceptual design for Phase 1 and Phase 2, the detailed design for Phase 1, the contract document preparation and tendering of Phase 1, and the contract administration and inspection for the construction of Phase 1. Council also directed staff to review the Phase 2 costing with the architect and requested a further report to council for advancement of Phase 2.
Niagara Peninsula Energy Inc. and Peninsula West Power Inc. Board Appointment
Town of Pelham Council have appointed Councillor Bob Hildebrandt to the Niagara Peninsula Energy Inc. board for a term of three years. In addition, Councillor Hildebrandt and Councillor Ker were appointed to the Peninsula West Power Inc. Board.
