The Town of Pelham's regular council meeting was held on Wednesday, May 6, 2026, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.
Moment of silence in honour of Former Town Councillor Marianne Stewart.
Town of Pelham Council at the start of the May 6 meeting held a moment of silence in honour of past Town Councillor Marianne Stewart, who passed on April 29, 2026. In addition, flags across Pelham were lowered to half-mast in her honour.
Niagara Nutrition Partners
Town of Pelham Council received a presentation from Poppy Gilliam, Board Chair and Jessica Stephenson, Program Director of Niagara Nutrition Partners (NNP). NNP is a Region-wide initiative providing co-ordinated nutrition programs in elementary and secondary schools, as well as community-based programs. The program is active in six Pelham area schools and supports area students. Town Council approved $10,000 to support the program. www.niagaranutritionpartners.ca
190 Canboro Road
Town of Pelham Council received a presentation from Michael Boyd representing the Condo Corporation for 190 Canboro Road. M. Boyd requested a review of the water and wastewater service connections to the condo, including the associated fees, to ensure that all applicable charges are being accurately and fairly applied. Council further received a related report 2026-0096 “Water and Wastewater Billing Structure Report,” for information, which stemmed from a motion introduced by Council on February 18, 2026.
Twelve Mile Creek Watershed Committee
The Niagara Peninsula Conservation Authority (NPCA) have requested the Town of Pelham to appoint a staff member to join the Twelve Mile Creek Watershed Committee. The committee will be a multi-stakeholder group that will work to inform the development of an updated integrated watershed management plan for the Twelve Mile Creek Watershed. Council appointed CAO, David Cribbs, to be the Town representative.
2026 Municipal and School Board Election Procedures
Council received report 2026-0070 “2026 Municipal and School Board Election Procedures,” for information. The procedures are available on the Town’s website. www.pelham.ca/election
2027 Budget Timeline
Council received report 2026-0071 “2027 Budget Timeline,” for information and approved the reduction of the time period as set out in subsection 7(3) of O. Reg 530/22, being the Council Amendment Period, from 30 days to 20 days. Council also reduced the time period as set out in subsection 7(10) of O. Reg 530/22 to override the head of Council’s Veto of an amendment to the proposed budget from 15 days to 8 days. The budget timetable and associated amendment periods have been reviewed by the Finance Department and reflect the Town’s standard budget process while aligning with the Strong Mayor Powers framework. The budget timeline is subject to the review, amendment, or replacement by the incoming Mayor following the 2026 Municipal and School Board Election. www.pelham.ca/budget
‘Bring-Your-Own’ Alcohol Permits for Public Events
Council received report 2026-0100, “‘Bring-Your-Own’ Alcohol Permits for Public Events”, for information. On March 17, 2026, the province announced an initiative to make “bring-your-own” event permits available for certain outdoor public events if a municipality chooses to establish a process to designate events as cultural or community events. Council provided direction to staff not to develop a bring-your-own event permit system for the Town of Pelham.
