Council Highlights for June 4, 2025

The Town of Pelham's regular council meeting was held on Wednesday, June 4, 2025, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

Planning and Engineering Fees and Charges

Council received a presentation from Conor Jakobschuk from Watson and Associated Economists Ltd.  regarding the proposed Planning and Engineering Fees and Charges. Council received an accompanying report 2025-0139 “Town of Pelham 2025 Planning and Engineering User Fee Study,” for information and approved the proposed Planning and Engineering User Fees and Charges to be implemented on September 1, 2025.

 

Asset Management Plan Overview 

Council received a presentation from Jenn Gross, Senior Project Manager & Asset Management Practice Lead and Kelly Dell, Asset Management Project Manager from GEI Consultants on the Town of Pelham Asset Management Plan Overview. 

 

Water Hauling Station Usage

Council received the verbal presentation from Rob Ward regarding the request for the use of the water hauling station for filling availability for businesses that use water for pressure washing. Council directed staff to prepare a report outlining the current use of the water hauling station, operational considerations, including the feasibility of a pilot project to allow access for users not currently classified as water haulers, past challenges, and any applicable policies related to the bulk water hauling station.

 

Memorial Naming Opportunities

Council received the verbal presentation from Sharon Cook regarding memorial naming opportunities for the Late Ron Leavens who served as the Mayor for the Town of Pelham from 2003 to 2006. Council directed staff to prepare a report identifying available naming opportunities in honour of Former Mayor Ron Leavens.

 

Funding request for South Niagara Hospital

Council received a presentation from Lynn Guerriero, President and CEO and Harpreet Bassi, EVP, Strategy and Communications, Interim EVP, Capital Planning and Redevelopment of the Niagara System, regarding a funding request for the South Niagara Hospital. The funding request of the Town of Pelham Council for the amount of $5.8 million, is based on the local share commitment model.  Council received the funding request and directed staff to explore the feasibility of the request, including potential financing options, and report back to Council. https://www.niagarahealth.on.ca/site/south-niagara-about 

 

2026 Budget Timeline Update

Council received report 2025-0134 “2026 Budget Timeline,” for information and reduced the time period of the Council Amendment Period, from 30 days to 20 days. Council also reduced the time period to override the head of Council’s Veto of an amendment to the proposed budget from 15 days to 8 days. www.pelham.ca/budget 

 

Library Rehabilitation Project and Funding Strategy

Council received report 2025-0130 “Town of Pelham Library Rehabilitation Project and Funding Strategy and approved the project at an estimated value of $4 million. Council also approved the Library Rehabilitation project to be completed in two phases at an estimated cost of $1.5 million for Phase 1 and $2.5 million for Phase 2. Council approved the funding contribution from the Town of Pelham in the amount of $737,000 to be funded by the Debt Repayment Reserve and $763,000 to be funded from the Development Charges Obligatory Reserve. www.lppl.ca 

 

2025 Town of Pelham Road Condition Needs Update

Council receive report 2025-0133 “2025 Town of Pelham Road Condition Needs Update,” for information and approved an additional amount of $150,000.00 for RD 05-2025 - 2025 Road Base and Surface Repair program and $250,000.00 for RD 07-2025 - 2025 Road Rehabilitation program, funded through the Roads Reserve.
