The Town of Pelham's regular council meeting was held on Wednesday, July 2, 2025, at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

Recognition of National Science Fair Awards for Fenwick Students

Town of Pelham council offered recognition and congratulations to two Fenwick youth, sisters Sophie Rose and Chloe Rae Filion whose ingenuity and passion for science earned them national recognition at the 63rd Canada-Wide Science Fair held in New Brunswick this past June. The sisters  “Home Smog Alarm” project earned the Platinum Award for Innovation in the Senior age category. The “Home Smog Alarm” device, designed to detect dangerous air quality both inside and outside the home showcased creativity, practical engineering, and a deep understanding of how innovation can improve lives. Emergency Preparedness and Response 

Town of Pelham Fire Chief provided an update that the Town of Pelham received notification from the Ministry of Emergency Preparedness and Response related to the Emergency Management and Civil Protection Act (EMCPA) 2024 compliance results. The EMCPA requires each municipality to develop and implement an Emergency Management (EM) program that includes 13 program elements.

Canada Day Thank you

Town of Pelham Mayor offered a message of thank you and congratulations to everyone who helped to support the annual event. From service clubs, community volunteers and staff, the event takes many hours behind the scenes to bring the event together for the community. Automated Speed Enforcement in Pelham

Council received report 2025-0154, “Options for Automated Speed Enforcement (ASE) in Pelham”, for information and directed staff to not proceed with ASE and continue to monitor developments and explore effective tools to promote safe roadways. In response to speeding concerns, the Town has implemented a range of measures such as enhanced signage, flashing beacons, rumble strips, and speed cushions. These tools continue to be deployed and evaluated as needed. www.pelham.ca/traffic

Land Use & Building Enforcement Policy

Council received report 2025-0160 “Land Use & Building Enforcement Policy,” for information and approved Policy No S300-05 – Land Use & Building Enforcement Policy. The policy outlines the involvement of the Community Planning & Development Department and the Fire & By-law Services Department to assist in compliance-first resolution of land use and building inquiries and complaints.

Municipal Bulk Water Loading Station

Council received report 2025-0147 “Municipal Bulk Water Loading Station Policy Review,” for information and Council directed staff to allow licensed business owners, other than potable water haulers inspected by Niagara Region Public Health, to access the bulk water loading station for commercial use, for a trial period of up to 12 months. The licensed business owner is required to install and maintain a physical airgap between the station outlet and tank being filled at all times. In addition, non-potable water users are required to register and establish an account with the Town.  www.pelham.ca/waterhauling

Pelham Arches Cladding

Council received report 2025-0155 “Update for Rehabilitation of Pelham Arches Project,” for information and Council direct staff to proceed with the reinstallation of the cladding on the arch structure.

2025 Fees and Charges By-Law

Town of Pelham council approved the updated fees and charges to the Planning and Engineering Schedules for implementation as of September 2025, by-law#38-2025. www.pelham.ca/budget
