The Town of Pelham's regular council meeting was held on Wednesday, February 4, 2026 at 9:00 a.m. in the Council Chambers at the Pelham Municipal Building at 20 Pelham Town Hall.

Canboro Road Watermain Pressure Reducing Valve Replacement

Council received memo 2026-0029 “Canboro Road Watermain Pressure Reducing Valve,” for information. The Regionally owned pressure reducing valve (PRV) located on Canboro Road requires replacement. The Region of Niagara will be undertaking this work overnight on February 23 and 24, from 10:00 pm to 2:00 am. This shutdown will impact approximately 2,400 residents in the Villages of Ridgeville and Fenwick. Additional information, including mapping, will be available at www.niagararegion.ca

Winter Parking in Pelham

Council received report 2026-0028 “Winter Parking Prohibition Information Report” for information. During winter events vehicles parked on-street during active snow-clearing operations severely hinder the Town’s ability to clear municipal roads efficiently and effectively. As such, it was not recommended to grant exemptions for on-street parking during winter maintenance operations. However, the Public Works Operations staff are currently working with the Communications Department launch a pilot project to implement a process to proactively issue winter parking ban alerts prior to the start of an operation when weather forecasting indicates a high likelihood of accumulating or blowing snow to further support residents. www.pelham.ca/winter 

Reducing Area Speed Limits in Urban Areas and Rural Settlements

Council received report 2025-0004 “Town of Pelham Options for Reducing Area Speed Limits” for information and directed staff to implement a maximum speed limit within urban areas and rural settlements to 40km/h. This speed limit includes the urban areas and villages of Fonthill, Fenwick, Ridgeville and North Pelham, as well as the section of Memorial Drive from Cream Street to Canboro Road. The limit will not include the section of Canboro Road between the Fenwick and Ridgeville Boundaries. This new speed limit change aligns with the Pelham Active Transportation Committee’s (PATC) recommendation and provides consistent speed limits within Community Safety Zones, School Zones, and “Flashing 40km/h” road sections. “Maximum 40 Area Begins” and “Maximum 40 Area Ends” will be installed near the defined Urban Area and Rural Settlement boundaries, and near all intersections within the urban areas that intersect with roads under the jurisdiction of the Region of Niagara. Implementation of the new speed limits requires a budget of $42,000, including installation and will take place over the next two-years.

Traffic and Parking Regulation By-law

Council received report 2026-0031 “Proposed Traffic and Parking Regulation By-law,” for information and Council approved, in principle, the By-law as amended and directed that the proposed Traffic and Parking Regulation By-law be presented to Council for consideration at the next regular meeting of Council. The current Town of Pelham Traffic and Parking By-law was passed in 1989 and is based on the Niagara Region by-law which has since been amended by more than 60 individual amending by-laws. The new proposed Traffic and Parking Regulation By-law will provide for ease of public understanding of the Town’s traffic and parking requirements and support consistent application and administration by staff.
