Public Works Permits

Apply for permits to complete work involving driveways, culverts, roads, sidewalks, boulevards, utilities, or access to Town property. Submit your application, required documents, and fees to Public Works for review and approval. Application Process for Public Works Permits

  1. Complete the relevant application form(s) in the links below, specific to your request.
  2. Once the permit application is complete, please ensure all required supporting documents are emailed to publicworks@pelham.ca. Once the application is reviewed by staff, the Applicant will receive an email confirming receipt of the submission, along with a permit number and instructions to pay applicable fees (excluding the Utility Temporary Works Permit).
  3. Once payment is received, the permit application will be reviewed, and any comments and/or approvals will be emailed to the Applicant.
    • Based on the comments provided, resubmission may be required.
  4. Once the permit application has been reviewed, staff will respond with the approved permit and/or the next steps of the permit application, including any additional fees.

Here are some examples of activities that require an Entrance & Culvert Permit, including but not limited to:

• Request for new driveway entrance
• Request to widen driveway entrance
• Request for secondary driveway
• Request for a larger culvert
• Request for curb cut

Apply for a Permit

  1. Complete the Entrance & Culvert Permit Application
  2. Submit your application, drawing and all required documents. You can apply in person at Town Hall’s Engineering Department or email publicworks@pelham.ca
  3. If approved, you will receive an email with a permit number and details about how to pay for the applicable fees.

Fees

• You must pay a $170.00 administration fee.
• The Roads Supervisor determines the size and full cost recovery amount for a culvert (if applicable).
• Engineering staff approve any additional driveway entrances and widening.
• Pay in person at Town Hall by cheque, cash or debit.
• Check the User Fees and Charges to find the most current fees.

A Temporary Works Permit is required if you use Town property, such as a road, sidewalk or boulevard, to do works or other activities. Without this permit, you cannot block or occupy any part of the Town’s right-of-way (ROW).

When is a Temporary Works Permit Required?

Here are some examples of activities that require a temporary works permit, including but not limited to:

• Construction on a road, boulevard or sidewalk
• Temporary or partial road closure
• Placing moving containers, dumpster or storage units on the road or boulevard
• Storing building or landscaping materials on a road or boulevard
• Sidewalk obstructions that affect pedestrians
• Building maintenance from a public sidewalk
• Tapping into the Town’s water main, sanitary sewer or storm sewer

3. If approved, you will receive an email with a permit number and details about how to pay for the applicable fees.

Fees

• You must pay $661.00 administration fee prior to the application being reviewed.
• You must provide a $2000.00 security deposit (this will be refunded after the works are completed, within 1 year)
• The Engineering Department will determine any additional fees associated with the application while the review is taking place.
• Pay in person at Town Hall by cheque, cash or debit.
• Check the User Fees and Charges to find the most current fees.

Return of Security Deposit

All restoration work must be completed within one (1) year of the date the temporary works permit is issued.

Once your work is finished and inspected by the Town of Pelham, email publicworks@pelham.ca to begin the deposit return process.

A Town Land Access Permit is required if you use Town property to access private property.

When is a Town Land Access Permit Required?

Here are some examples of activities that require a town land access permit, including but not limited to:

• Pool installation
• Landscaping

A permit is required for the repair or installation of utilities, including Hydro works, fibre-optic, and cable utilities.

This permit is only applicable to service providers and their contractors.
