Canada Post Strike Action
Due to the strike action by Canada Post postal workers, mailings for Town of Pelham residents, suppliers and customers will be impacted.
Town of Pelham property owners and residents are responsible for property tax and water payments.
Water Bills: The Town of Pelham’s bi-monthly water bills from July to August, were mailed to residents using Canada Post earlier in September. Residents should have received this bill prior to the current strike action.
The payment due date is 4:30 p.m. on Monday, September 29, 2025.

Pre-Authorized Payment: Pre-authorized automatic withdrawal payment plans offer an easy, hassle-free payment option. Payments are always made on-time, avoiding any late payment charges and residents do not have to wait in line to make payments. There are no administration fees or charges by the Town to join any of these plans. To enroll in a pre-authorized payment plan, please visit www.pelham.ca/pap to review the terms and conditions and complete the application form.
Property Tax: Property tax reminders are typically mailed to owners in December. Residents can reach out to the Property Tax Team to inquire about any unpaid balances at taxes@pelham.ca.
Accounts Payable: For any vendor receiving cheque payments delivered by mail, there are expected delays in receiving reimbursement. Vendors may collect their cheques in person by providing valid identification at the time of pickup at Town Hall. Vendors can also enroll in EFT payment to receive payment more efficiently by contacting accountspayable@pelham.ca.
The Town is working to update all impacted addresses from the Canada Post postal code change for all Town accounts. Town staff will update postal codes for water billing, taxes, and accounts payable for impacted residents, no action is required by the homeowner. Physically, a municipal drain is simply a drainage system. Most municipal drains are either ditches or closed systems such as pipes or tiles buried in the ground. They can also include structures such as dykes or berms, pumping stations, buffer strips, grassed waterways, storm water detention ponds, culverts and bridges. Even some creeks and small rivers are now considered to be municipal drains. Municipal drains are primarily located in rural agricultural areas of the province.
The Town of Pelham will hold a public information session regarding Municipal Drainage within the municipality and the Drainage Act R.S.O. 1990, O. Reg. 500/21, in accordance with Town of Pelham Policy S302-02 “Municipal Drain Maintenance and Billing.”
The meeting's purpose is to provide an opportunity for the public to engage with the Town of Pelham Staff and the Town’s Drainage Superintendent to learn more about municipal drainage in the Town of Pelham and the Drainage Act, 1990.
The meeting was held on Wednesday, February 26th, 2025, from 4:30 to 6:30 p.m. at the Pelham Station #2 Fire Hall, located at 766 Welland Rd, Fenwick, ON L0S 1C0.

Overview of the Drainage Act, 1990
The Drainage Act, 1990 defines a process for overriding the common law, as it relates to drainage, and provides property owners with a process for resolving drainage issues through their local municipality. The act is administered by the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA).
