|About the East Fonthill Development|
The Town of Pelham considers the East Fonthill Development a strategic priority and a once-in-a-generation opportunity to make Pelham a more complete community.
The East Fonthill Development is the largest new urban development in the Town of Pelham. Approved as part of a new Official Plan in 2014, the East Fonthill Secondary Plan provides policies for a comprehensively-planned community that protects environmental features, supports the existing historic Downtown, and recognizes and responds to Regional and Provincial policy initiatives.
In 2015, the East Fonthill Secondary Plan & Urban Design Guidelines were recognized with a Niagara Community Design Award in Urban Design and Architecture.
|East Fonthill Mixed Use Centre|
Located southwest of the intersection of Hwy 20 (Regional Road 20) and Rice Road (Regional Road 54), the proposed Mixed Use Centre is approximately 50 acres in size with approximately 410 metres of frontage along Hwy 20 and approximately 400 metres of frontage along Rice Road.
In accordance with the Site Master Plan, the proposed Mixed Use Centre is expected to be developed as a higher density mixed-use community with a retail focus and a full range of associated institutional, medical and community uses. Residential uses will also be integrated, including housing for seniors.
The Town of Pelham and Wellspring Niagara are partnering together to provide a permanent home for a regional cancer support centre for Niagara residents.

|Hotel Feasibility Study|

On March 2, 2015 Council approved funding for a Hotel Feasibility Study to examine the economic viability of developing a hotel on Town-owned lands in East Fonthill. The cost of the study will be recouped as part of the land sale price.
Council has already determined that a medical centre, retirement facility and Wellspring Niagara are all in the best interests of the community, including exploring the design of a potential multi-faceted community centre. Since a hotel may also be of value to the community, Council decided that it is vital to conduct market research to help frame any future decisions.
As the current land owner, the Town is considered the developer and required to demonstrate that a hotel can be supported economically prior to considering requesting a call for proposals for a hotel development.
The study is also important to help finalize the design of the central intersection of the East Fonthill development and the types of buildings and uses that will frame the public square.

Timeline: April - June 2015
Cost: $20,352 (which will be recouped once the land has been sold)
On July 6, 2015, PKF Consulting Canada presented their findings to Council, which concluded that while there is a "need" for a new hotel development in Pelham, the economic viability of the project is challenging. Noting that until Sunday to Thursday Corporate/Commercial demand, and off-peak, mid-week Leisure/Tourist demand levels improve, a new hotel development would be unable to achieve viable and sustainable occupancy levels or attract sufficient development interest. It was also determined that incentives such as providing Town-owned land at little or no cost, property tax relief, and/or waived development and land transfer charges, would not be significant enough to offset the investment shortfall.
